Yes, I read that thread, but nothing much seems to have come from it 
yet this far.

AFAICS _NET_WM_STATE_FULLSCREEN_EXCLUSIVE is still not implemented in 
any window manager at all,
so it's still useless. I think it probably will never be implemented 
seeing wayland and mir are
getting  all the attention now.
