Usually the work of the maintainer ends once the files have been
uploaded to sourceforge and a mail has been sent to the allegro
mailing list including the relevant changes information. There's
plenty of previous examples of the announcements.

Once that happens, the web process takes off, following:

http://alleg.sourceforge.net/docs/webmaster_instructions.html#releasing-a-wip-especially-for-other-allegro-developers

This includes announcing on Freshmeat, the GNU Directory and
allegro.cc. But there's no reason why you couldn't announce it on
any of these media before if you wished.

I haven't done anything yet because I didn't see the "official"
mailing list announce. You might want to use this to your advantage
and repack the wip with a less troubled documentation source.
