That won' t work in this case. The tool only changes the language id
in the header, but not the compiled-in keyboard table.
tos-lang-change does what is expected with multilanguage EmuTOS (i.e.
etos512k.img). It changes the default language of the UI and the
keyboard layout.

But this will not work for single-language EmuTOS (192 and 256k variants).
I think that's expected from a single language
ROM as one is supposed to use a language variant
most suitable for him/herself.
