"As of 2005-05-05 the requirement to store file snapshots in the as of yet to be release snapshot service has been rescinded until the service is made available. Until then, continue to use whatever your current mechanism is. Notice will be provided to project admins when we roll out the snapshot service to get those items moved over to the snapshot service."

Other parts of the documentation are obviously written as if snapshot service was operational, but that is not true as I presented to you above.
