You can never be sure if it is already online. As you say they have
the bad habit of delaying such deployments, and when they are online,
they tend to wait a few months before announcing it with fanfarre
through some newsletter. But according to their status page CVS
issues were resolved on 2005-03-18.

I think the problem is more with users abusing it or spam. Most of
the restrictions they have added recently are geared towards reducing
the probable points of access to spammers, like disallowing web forms
to create mail going outside of their domain, and stuff like that.

I understand your concerns. Unfortunately I'm the wrong person to
discuss this, right now I don't even have an internet connection. But
there are cool things like laptops and public wifi.
I don't know, this conversation has felt pretty snappy to me. Well
above my mail per week usual threshold... Maybe it's just luck now.
