Bah. I'm not sure now how -swallow should work. I made it so that when
you give that option to makedoc, it treats @external_file commands as
@include commands, that is, just parses on in the file given (with
a ._tx extension added). This works - but all the @heading commands in
the included file now are top-level headings, and therefore the TOC is
messed up.

I think I'll just put some !texinfo commands where I include the
external grabber files.. and leave the problem of no external files in
non-HTML formats for now.
