It's probably a nuisance if you cannot compile translations, so I'll
upgrade VERSION. It will cause merge conflicts into master, but I have
several of those already anyway.
so the next stable will be 2.18.2? 2.18.1 has been skipped?

Release: bump/rewind VERSION
Since version 2.18.1 is not fit for general consumption, rewind
VERSION_STABLE to 2.18.0 while bumping the next version to 2.18.2.
