The latter is just an automated mirror that is maintained by a bot. The equivalent of the former, for proaudio, is the SVN repo (or our GitLab repo if you go with the fork). So a pull request against gentoo-mirror/proaudio is meaningless, because who would respond to it and how would it make its way back to SVN? I did some cleanup on the main proaudio overlay git fork, but I just don't have the time to properly maintain the whole thing and clean up the mess.
