Higood catch, it's true that most programs that want to go 16 MHz often set cache too, so bits 0 and 1 are set to 1 and we didn't notice that bits were inverted.
For example a recent demo "little -me- demo" by overlanders will set cpu to 16MHz + cache during the 3D part and go back to 8 MHz after (needs to be run in Mega STE mode)
