Never tried either, but certainly it should not concatenate a linux device name (/dev/snd/midiC1D0) to a windows directory name.
Wait: Didn't you say that you get this weird file name "C:\[...]/dev/snd/midiC1D0", when you build WITHOUT MIDI support?
With PortMidi built in, the dialog looks like this (under Windows):
