I can't replicate that with either the OSX UI or the SDL UI on my 10.12.6 MBPr sorry to say :/
(I don't have any connected midi devices though, which maybe makes a difference)

with this build, as soon as i enter the osd menu the mouse hangs. if i am in windowed mode this is not so bad, since i can move the cursor out of hatari window and back in again, and then it works. (but i can still see the other frozen mousepointer)
but in fullscreen mode, the menu is completely unresponsive to mouse movement. keys like esc or tab still work.
don’t know it it has anything to do with the patch though.

Attached is new version of the patch that:
* fixes the issue of needing to enable MIDI & reset Hatari before
one can see the available MIDI interfaces
* fixes not being able to cancel MIDI option changes
* adds command line option for enabling PortMidi MIDI ports from
command line
* adds "--trace midi" output for things that PortMidi does
(interface connections etc)
