Nicolas,
As Christer mentioned, the problem is in SDL2 32-bit. Since I am testing SDL2, I did not try the SDL1 32-bit version. That version starts up fine on my Windows 7 32-bit virtual machine. The SDL2 64-bit snapshot also appears to work fine.
