Jerome is the best person to answer that question. However, in the past, I know he created a Universal Binary to allow PPC Mac users to run Hatari. I think he has problems now creating a Universal Binary, but he is still planning to compile separate Intel and PPC versions.
I think he has tried to keep compatibility with 10.4 since there has been at least one request for that. I would expect we would want to retain compatibility with at least 10.5. I would think that we would want to include as many Mac users as possible. At some point, I expect changes will have to be made to support the most recent OS releases.
Very few of us actually compile Hatari. As long as the compiled code ran under 10.4 or 10.5, I think it is less important to worry about old OS X versions being able to edit the nib files.

Since 10.5 we can use "en" and "fr". On other hand, actual SDLMain.nib can’t be edited under 10.6, If you want to compile under 10.5 & 10.6, you need to keep old nib files!
Question: what is minimum OSx you want to compile for?

Would that prevent building Hatari with older versions of Xcode? If
yes, I think it might be better to stick with the old naming scheme for
