no,not exactly.
you can include packages using the "make menuconfig" gui AND after
flashing the image you can install addictional packages (while logged on
the foxboard) using the ipkg/opkg commands (like "ipkg iinstall
blablabla").
Take a look at the pdf I wrote (you can take a look at it on www.crisos.org).

"svn up" will give you an updated
"svn://svn.tuxfamily.org/svnroot/crisos/svn/target/darwinfox" instead of
re-downloading it again from scratch (it will just download updated
files,remember, it will deletet the default .config)

Just run "make menuconfig" and select lightttp,all the required additional
packages will be added trasparently.

To select a package, simply select it using "y" (it will include teh
packaged into the image).
Please,take a look at the .pdf, it's quite old, but it covers all these
questions.
