Yeah, that's a good idea, but I also don't know enough about X/Wm's 
yet to help out for now.
I guess that if legacy mode is turned off, compiz intercepts xrandr 
somehow?

How about checking the name of the window manager and see it it's not 
"compiz"?
But then again it might be compiz in legacy mode.
