al_set_mouse_range could be split into two functions (one internal). The 
first (the internal one) will act exactly like it does now, the second 
(which will still be called al_set_mouse_range) simply sets 4 properties 
in the current display (x1,y1,x2,y2, if there is one) and calls the 
first. Then the window message processing loop will have to call the 
internal function with those 4 properties of the display as it's 
arguments, setting the range for any window that is activated.
