Are there any other version control systems that have built in abilities like P2P, a de-centralised repo ?
Can SVN do this ?

who wants to host one?
You can browse the snapshots here:

http://www.allegro.cc/svn/browse/4.2

When it's fully operational, it will be updated daily. However, I have
no desire to run SVN (for checkouts), considering it's a production
web server.

You could at least make it as pretty as this:
http://svn.tomasu.org/index.cgi/allegro/browse/allegro/branches/4.2/

;) thats up todate as of when the server went down, note, this is a mirror only, and on a slow upload at that.
