Yes, many, beginning with BitKeeper (not free), GNU Arch, Bazaar,
Bazaar-NG, darcs, Mercurial, ...

No, though SVK is a distributed version control system built partly on
top of SVN.
I can't think of any reason we'd want a distributed VCS for Allegro
though. I use SVK, but only as a better frontend to SVN, and for its
merging capabilities.
