Hm, it looks like it could work with some tweaking. But it's not really
optimal.. here's how the result of:
texi2html -split=section allegro.texi
looks:
http://alleg.sf.net/texi2html/allegro.html
Maybe there's a way to customize the footer and the cross references
lists, and merge it with the complete docs.. I didn't find anything
though so far.
