[AD] French translation

As I have been in the Unicode business for some time now ;-) I looked at the
various translation files and found that the French file is the only one
still in plain 7-bit ASCII ! What a shame, given that we have those pretty
à, â, é, è, ê, î, ï, ô, ù, û and ç in French :-)

So I built a new French translation file in 8-bit ASCII Latin-1
(frtext_ascii.cfg) and I'm now waiting for comments before I commit it (the
most visible change is the new translation for "OK/Cancel": instead of
"Continuer/Abandon" that sounds a little childish, I put "OK/Annuler" that
is the standard translation under Windows).

As the translation files are saved in native Allegro text format (UTF-8),
you need to put frtext.cfg in the main Allegro directory to test the new
translation, not frtext_ascii.cfg directly. It will be automatically loaded
by Allegro instead of the regular dat file.
