I don't think a "point-zero" release is really needed.
People are still using the 3.12 simply because this version is the one
found on the DJGPP mirrors and the one listed on DJ Delorie's ZIP picker.
And when you go to the Allegro HomePage, you're not very incited to download
the current WIP release !

I mean a stock release, without the WIP tag, which could really supersede
the old 3.12 . I think people are afraid of the words 'Work In Progress'.

IMHO the bitmap/sub-bitmap locking bug is a show-stopper (ask Henrik !).
But the fix might be very harmful without a minimum period of testing.

Btw, I've noted that Robin Burrows' contribution to the DirectDraw code (he
brought the new page flipping code after the 3.9.33 release) is mentioned
neither in changes._tx, nor in thanks._tx .
