Have you confirmed that?
If you have NetworkManager enabled, but the interface which is needed
to reach the NTP servers is not managed by NetworkManager, there might
be a missing "up" event for the dispatcher script to set the sources as
online.
You might need to disable the dispatcher script to avoid switching the
sources to offline.
