Actually, as Miroslav says, this is really strange. Your system should
recognize that 192.168.1.1 is the same as localhost, and simply send the
message to "lo" and never go out on the net. But for some reason it is not
doing so, and getting completely confused. Do you have something strange in
/etc/hosts file?
What OS/distribution/version is it again that you are running chrony on?
On my system, the request is sent, not on eth0, but on lo to localhost:323 and
is replied to on lo.
Actually also, what is the output to
route -n?
you can see here that port 323 is accessible but still I get the
error as

What is your chrony.conf?
In particular the key and allow/deny settings
That should not make any difference since commands like "tracking" do not
require a password.
