rtc clock (or hwclock's ability to determine its drift). The ONLY use of the
rtc is for setting the intial clock. This would make that far worse.

Some users don't need to know or compensate for RTC drift. They may be
running servers 24/7 and they just want to have good time after
a crash or power failure as there will be no shutdown sequence with
hwclock executed. The 11 minute mode is good enough in such cases.
