Changing the default after so many years doesn't seem like a good
idea. With the --sysconfdir option to you can change the compiled-in
location of chrony.conf as you need. The other files don't have any
defaults and are set only by chrony.conf.

You were probably using the original patch which was incorrectly
checking return value from chown.
