Changing the default after so many years doesn't seem like a good
idea. With the --sysconfdir option to you can change the compiled-in
location of chrony.conf as you need. The other files don't have any
defaults and are set only by chrony.conf.

The issue I was questioning is that the documentation (.texi, INSTALL,...)
still lists /etc/chrony.drift, for example, as the suggested location for the
chrony.drift file ( and chrony.rtc as well).
I agree that leaving chrony.conf and chrony.keys in /etc is probably fine.
