On Debian Ntp uses /var/lib/ntp, owned by the ntp user.  All of the ssh
files can be reasonably viewed as static configuration files except

It looks like the same is true as of the latest release on Mandriva as well. I
was looking at an older version.

I still think it would be a good idea to put the chrony config files into
/etc/chrony (chrony.conf, chrony.keys)
which would mean we should change the configure file to make
/etc/chrony/chrony.conf the default place to look for the configuration file.
