Your choice of language doesn't matter here and if you read the
mailing list archive from the start, it was completely in French for
the first few years considering the majority of the developers are
French speaking. English is nice, but it's not required.
Anyway, to answer your questions:
SliTaz 4 uses Linux 2.6.37 while the current SliTaz Cooking uses Linux
3.2.14 - although it's recommend you use SliTaz 4 for now because
several functions of Cooking are still broken (like sound).
