The comments on the mail thread indicate that Hatari actually works with it:

I patched it by adding TOS 1.00 header and moving overwritten code at begin
to empty area at end. Now Steem and Hatari accept it (so, emulators look TOS
header for validating).
The idea was to run the unpatched ROM :-\
It would be cool if Hatari could support that ROM.
To me it seems rather useless... :-)
Is any Atari stuff useful nowadays?
Hatari claims to be the most compatible ST hardware emulator, so it
should at least be able to run any official Atari ROM.
Is there any program that works only with that ROM version, like there
are programs (e.g. Squixx) that work only with TOS v1.00?
I don't know.
But such ROM probably expects a special OS floppy, and I could add
support in EmuTOS to mimic such floppy, in order to run EmuTOS on such
hardware (as I did for the Amiga 1000 Kickstart floppy).
If I can't test, that will not happen.
I don't say that will happen, even if I could test ;-)
