That would not only apply to games, but also to every shortcut used in GEM applications that needs shift and/or ctrl, for example shift-cursor is used in almost all programs as substitute for the non-existing pageup/pagedown keys.
Alt-Shortcuts would also not work.
-> You cannot simply ignore the shift modifier keys.
