Are you sure that you looked at the right, most common layout? That page
says that default layout for French is the "legacy" layout:

And that's also what I get when searching for pictures of French keyboards.
And that keyboard has both, underscore and minus keys.
Brad, I think it might be best if we leave the fine tuning of the languages
to the people who really *use* those keyboards. It's good that there is now
a way in Hatari to distinguish the different layouts on the TOS side and a
basic support for the most usual keys on the host side, but I think the
gory details of each mapping should be best done by the persons who use the
corresponding host keyboard layouts.

I didn't follow the whole discussion, but regarding the "standard"
french mapping (on a standalone keyboard, laptops sometimes use
different layout due to a more limited number of physical keys), I
confirm what Thomas wrote :
the correct french layout is http://www.kbdlayout.info/kbdfr, not the
"na" version at http://www.kbdlayout.info/kbdfrna.
that is :
- key 1 has "&" by default and "1" if you press shift at the same time
- "!" is located bottom right, next to the right shift key
- "_" is available by default on key 8. pressing shift at the same
time gives a "8"
This might explain the issue thomas noted with "!" :

on french keyboard, there's no relation between the "2" key and the "!"
