Just realized that c64_data.bsw also is in program program format, and apparently this is the one that's causing problems.

 

As Roger already mentioned, the relocation table in this file is corrupt. It only has an entry for the for first addresss to be relocated (offset $000006 in this case) , but then the file ends. Normally, the table has to be terminated by a zero byte.
