I would still not restrict that. Only because TOS does not support a given language does not mean you cannot use it. Mint for example supports more languages, and if you error out on those, it would be impossible to use them. Maybe a warning would be better.

Same applies to EmuTOS. Also, the supported languages in emutos may change over time, i would not hardcode that into hatari. And currently, the 512k ROM of EmuTOS is also multi-language, but there is discussion to change that since space is running low (but of course you can detect whether the ROM is multi-language by looking at the header).
