I would still not restrict that. Only because TOS does not support a given
language does not mean you cannot use it. Mint for example supports more
languages, and if you error out on those, it would be impossible to use them.

The note about TOS v4 is just informational.
Patches accept any 2-letter country code in the list.
EmuTOS 1024k version supports also:

Is there somewhere already a list of additional
TOS country codes, which EmuTOS will use when
it gets additional translations & layouts?
Or do you mean accepting also numerical values
in addition to the 2-letter country codes,
which would not be checked against the list?
