That won' t work in this case. The tool only changes the language id in the
header, but not the compiled-in keyboard table.
I don't see keyboard layout index in OSHEADER.
Is there some good reason why keyboard table isn't
indexed by OSHEADER language ID, when NVRAM information is missing?
And could that be fixed either in the tool or EmuTOS?
