The "Falcon" setting is about zooming, not monitor size, so it
belongs to "Hatari screen" dialog.
As Nicolas' settings are about "monitor" borders, it belongs to
"Atari Screen" dialog, but I'm not sure whether he can actually fit
all of them there. :-)

The reason for the current thing is historical. Historically Hatari
crashed (SDL abort) always on startup if you happened to enable
borders & fullscreen and save the settings before OKing them.
Which was very bad user experience and very hard to user to know
how & to change the settings so that Hatari screen actually fits
user's resolution (on mobile devices and netbooks which can have
smaller screen than doubled ST res with full borders and where
using the Hatari options can be *really* painful).

Fortunately normal users typically need to do this kind of thing
only once.
I go to debugger and type (with TAB completion):
setopt --max-width 800 --max-height 600
