I can manually fork the project to my namespace.
If I go to my fork, I can access the Merge requests tab. I tried to open
a Merge request (
https://gitlab.com/peci1/eigen/merge_requests/new?utf8=%E2%9C%93&merge_request%5Bsource_project_id%5D=15705291&merge_request%5Bsource_branch%5D=3.3&merge_request%5Btarget_project_id%5D=15705291&merge_request%5Btarget_branch%5D=3.3#
), and there's a dropdown for target repo. It shows peci1/eigen (my
fork), jhol/eigen, cosurgi/eigen, nocnokneo/eigen, rmlarsen1/eigen and
srvasude/eigen, but not libeigen/eigen. So I'd assume there is a way to
allow MRs from public.
