[eigen] wiki spamming

Hi,

Spamming on the wiki really got worse recently. Just today there was 5 of them. Each time I need to ban the user and to delete the page. I'm fed up :-)

I've prevented account creation and also editing by anonymous. This is done by adding few lines at the end of LocalSettings.php, that you can easily remove if you happen not to be ok with those changes.
