I've prevented account creation and also editing by anonymous. This is
done by adding few lines at the end of LocalSettings.php, that you can
easily remove if you happen not to be ok with those changes.

Is it possible to impose a waiting period between creating an account
and being able to edit an article through that account? If that was
possible then it could deter spammers from targeting that wiki.
