This is done!
See in the blocks/depends lists, you can now see strings such as 3.0,
3.1, 3.0-beta3...
You can use them instead of bug IDs anywhere, and they are
automatically displayed instead of bug IDs.
The way to set a bug alias is to edit the bug title, which now shows
an "alias" field.
Is this satisfactory? Do we still need milestones?
