[AD] Windows Keyboard Event Modifiers Patch

The attached patch (created against 5.1 from git) fixes the incorrect 
modifier flags in Keyboard Events under Windows which could occur 
after switching out and then switching back into the Window if any 
modifier keys were held down while switching out.

The patch was also reviewed by torhu on allegro.cc (see commit 
comment inside patch).
