I believe dotsrc was a mirror before everybody else accepted  
SourceForge as the main site. Adding a mirror to the current web build  
system is a matter of creating somewhere a checkout, adding a few  
lines to the configuration files to customize a logo or text, and  
create a cron to sync the contents through ftp.

My point is that making a web build system that works easily with  
mirrors makes it more difficult for people to update the site, and  
that makes the web more static, so it hinders the normal development  
of the community.

IIRC the reason for a mirror was because whenever Shawn made a release  
statement, his provider would be slashdotted. They asked him to try to  
avoid that and mirroring was picked as a solution, which first started  
with other people not constrained with bandwidth hosting only the files.
