Sounds like DirectX may not be playing nice with Allegro. Under
Windows, Allegro uses DirectX's input. First thing you have
to do is calibrate your joystick in your windows setup. If you
still aren't able to use any of the Allegro tests, then something
is broken. Can you confirm your joystick also doesn't work with
already created Allegro games for Windows, like those you can find
at http://www.allegro.cc/?
Also, it would be good if you could try the same joystick on a
different machine, to see if the problem is XP in combination with
your joystick, or DirectX is broken on that specific machine.

Well, unless you send your joystick and machine to some developer,
I doubt anybody else can reproduce your problems.
