i tend to agree with your impression that "unstable" means unfit for use.
i can see how that can be mis-interpreted.
i do not like the word "developmental".. something about the "mental" bit troubles me.
is there a nicer word...  that means the same.
what do other projects call their WIPs ?

to release ", but I bet most people infer that it is unfit for use.

Also, is "developEment" (with the E) a british thing? ;) In any case,
"development" is a noun, so -al should be added.
