but  it can be used to allow the programmer to write there own SSE3 code, 
and test for its presence.
it future allegro will have to move in this direction anyway.. and there is 
little reason why it could not be added.
by adding it, it will not cause any problems, there are no backward 
compatibility issue (that i can see).
