One thing I am unsure of is wether or not the driver names returned by
Windows are plain 7 bit ISO strings, or UTF8 and if they should be


MSDN defines the string as CHAR.

i guess you can presume 7bit ISO, as the midi functions you are using date back to when M$ presumed 7bit ISO unless otherwise stated.
On my system those strings appear as follows:


MPU-401
Microsoft GS Wavetable SW Synth
LAN 1
