Unfortunately, I don't think there's any complete rule :-(

a unary operator
This can be explained by pronunciation, with words beginning with 'u'
but pronounced 'yu' taking 'a' as an article. But then, how do you
explain 'an historical moment' but 'a hitch'? Same sound. English has
to be one of the most archaic languages out there...
