Here's what I remember: MSDEVDIR points to the DevStudio directory and
not the VC directory, so installing files into %MSDEVDIR%/include,
%MSDEVDIR%/lib is wrong.  IIRC, the MS installer sets MSDEVDIR in
autoexec.bat, but *not* MSVCDIR, so people who forget to run
vcvars32.bat before installing Allegro used to get files silently copied
into the wrong directory.

Basically, it's a good thing.
