The official ;-) policy as of now:

- the name of the keyboard (field keyboard_name in the *.cfg file) is the
name of the country in which the particular keyboard layout is in use, in
the native language of this country (I know, *the* native language can be
ambiguous). For example: Espana (with the special n of course) and not
Spain.

- the name of language (field language_name in the *text.cfg file) is... the
name of the language in this language. For example: Espanol (with blah blah
;-) and not Spanish.

Why country names ? Probably because the granularity of keyboard layouts is
not the same as that of languages: US and UK have (roughly) the same
language while they don't have the same keyboard layouts for Allegro, same
thing for France, Belgium and Switzerland or Portugal and Brazil.

Currently, most names in the *.cfg are in English but they aren't meant to
stay so.
