Maybe I can give you an example: while spanish may be spoken in lot's of countries, the keyboards sold in those countries might not have the same layout that the ones sold in Spain, so selecting a "spanish keyboard" doesn't help them very much I guess, but I can't speak for myself, so I am just guessing.
